Philipp Desoi

Philipp Desoi was a customs officer and from 1945 to 1946 he was appointed mayor of Dorsten by the Allied troops .

The retired customs officer Desoi was appointed mayor by American Captain Robert C. Heidrick on April 30, 1945, after Theodor Artmann , Dorsten's first post-war mayor, resigned from his post after a few weeks for health reasons. During his 13-month term in office, he was responsible for implementing the allied decisions on aid to alleviate the greatest misery of the civilian population.

In addition, Desoi's tasks included rebuilding a functioning city administration and preparing democratic local elections . The latter was initially preceded by the appointment of professional advisory councils, desired by the Allies, and the appointment of municipal councils on the basis of the last democratic elections in 1929. The newly enacted rules of procedure and municipal statutes, following the British model, stipulated the separation of the offices of administrative management and mayor, which Desoi had previously held in personal union. On May 22, 1946, Major Gadd of the British military government initially appointed Dr. Banke as official director for Hervest-Dorsten. In the subsequent election of the mayor by the local council, Paul Kempa was elected by the newly founded CDU with 18 votes, Desoi was only able to unite four of 30 votes.
