Planning regulations

The planning regulation was a basic legal regulation or arrangement issued by the chairman of the state planning commission of the GDR and the minister of finance on the order of the planning of the GDR's economy for a five-year planning period . The planning regulations were binding for the central state organs, the local councils, the combines, management organs, companies, institutions and cooperatives.

It contained the specifications for the planning of the reproduction process of the national economy and its branches and areas as well as the nomenclatures and forms required for this. The planning regulations included the definitions for planning, accounting and statistics issued by the state central administration for statistics in agreement with the state planning commission. The planning regulations were supplemented by planning methodical regulations, especially those that are adapted to the specific conditions of the areas and branches. On the basis of the planning regulations, the planning of the combine and the operational planning were regulated by the framework guideline for planning in the combines and companies of industry and construction .

Content of the planning regulations

The planning regulations contained:

  • The principles and methodology for the elaboration of the five-year plan for the development of the GDR's economy, the annual economic plans of the state budget and the balance sheets of the credit system as well as the draft plans
  • The principles and methodology for the elaboration of the five and annual plans of the combines and operations
  • The principles and methodology for drawing up the five-year plan as well as the annual plans and budgets of the districts, counties, cities and municipalities
  • The methodological specifications for the preparation and planning of measures for the development of prices
  • The determination of the responsibility, the tasks and the coordinated cooperation of the state organs, economic management organs, combines, companies and institutions in the preparation of the plans
  • Determinations of macroeconomic planning, territorial and branch planning, accounting and plan coordination, the process of drawing up the plan as well as the key figures to be used , the nomenclatures, forms and the corresponding use of data processing .
