Praevalitana (also Praevallis ) was a Roman province established at the end of the 3rd century . It roughly comprised the territory of present-day Montenegro, northern Albania and the western edge of Kosovo. The capital was Scodra ; other important cities are Doclea and Risinium .

The province was established in the course of the administrative reforms of Emperor Diocletian and assigned to the diocese of Dacia. When the Roman Empire was divided in 395, Praevalitana came to the east. The dividing line between the Western and Eastern Roman Empire ran between Praevalitana and Dalmatia .

In the second half of the 6th century, the region was devastated by Slavic tribes who soon settled there too. The provincial administration collapsed, although the coastal towns and Scodra remained Byzantine.
