Private Security Company Association of Iraq
The Private Security Company Association of Iraq (PSCAI) was a non-profit organization of about 40 private security and military companies , which in the wake of the Iraq war from 2004 to 2011 in Iraq were working. The seat was Baghdad .
The core tasks for its members included:
- regulating the legal basis for activities in Iraq
- the granting / renewal of valid licenses to its members
- the issuance of weapon certificates for carrying a weapon in Iraq
- Issuing of driving licenses / driving permits of all kinds for Iraq
For the work of its members, the PSCAI had negotiated criminal immunity modeled on the US Army with the US administration in Iraq and the Iraqi government authorities . Through the so-called " Memorandum 17 " of the US administration, the members of the PSCAI operated in a legal gray area: immune to Iraqi law and unmolested by US courts.
The PSCAI worked closely with the following government organizations in Iraq: Iraqi Ministry of Interior (MOI), US Embassy Regional Security Office (RSO), Joint Area Support Group Central (JASG-C) Security Directorate, Multi-National Division-Baghdad (MND- B), Reconstruction Operations Center (ROC) Directorate, USAF International Zone Police, Project & Contracting Office (PCO) Logistics, Logistics Movement Control Center (LMCC), and the Joint Contracting Command Iraq (JCCI).
After the complete withdrawal of US troops, the organization dissolved on December 31, 2011.
