The RESTENA - Réseau Téléinformatique de l'Education Nationale et de la Recherche , in German computer communication network for the national school system and research , is a high-speed data network for educational and research institutions in the Grand Duchy of Luxembourg . It was put into operation in 1989 and connected to the Internet in 1992 . It has been part of the GÉANT network since 2001 .

It has been operated since 2000 by the Restena Foundation, a foundation affiliated with the Luxembourg Ministry of Education and Research. The founding members of the foundation also include the Center d'Études de Populations, de Pauvreté et de Politiques Socio-Economiques , the Center de Recherche Public Gabriel Lippmann , the Center de Recherche Public Henri Tudor , the Center de Recherche Public Santé , the Center Universitaire de Luxembourg and the Institut Supérieur de Technologie (Luxembourg) .

The Board of Directors of the Foundation is made up of heads from the member institutions as well as ministerial directors from the Ministries of Education, Research and Finance.

Restena is also the ( domain registry ) for domains below the top level domain LU . It has also been operating the Luxembourg Internet Exchange (LIX), an exchange platform for IP traffic between Luxembourg Internet service providers, since 1998.
