Legal proverb

A legal proverb is a legal principle that has become proverbial , which mostly comes from common law or national law , but can also be a new formation. The sentence "Where there is nothing, the emperor has lost his rights" says that with someone who has no assets, nothing can be recovered even in foreclosure.
