Technical regulation standard

A technical regulatory standard is an EU legal act. The English name is Regulatory Technical Standard . The abbreviation RTS is also often used in German .

While EU regulations and EU directives are legal acts on level 1 (English: Level 1) and thus at the highest level, an RTS is a legal act on level 2 (English: Level 2). The general legal basis for this approach is Section 290 of the Treaty on the Functioning of the European Union . An RTS refines or specifies the legal act of level 1 and is comparable to an implementation ordinance under German law. RTS are therefore often also called Level 2 Regulation or Level 2 Directive, as they supplement or specify a Level 1 legal act.

An EU regulation or EU directive can have no, one or more associated RTS, which depends on the complexity of the topic and the need for clarification.

In addition to RTS, ITS (Implementing Technical Standard / German: Technical Implementation Standard ) can also specify an EU regulation or an EU directive.
