Due to conflicts between Italian and Slovenian groups, the neutral state was founded by the Allies in early 1947. In the peace treaty with Italy, the Free Territory of Trieste is established by Article 21/1 and recognized as an independent state, while Article 21/2 declares the end of Italian sovereignty over the entire territory.

The original text of the resolution reads:

The Security Council ,

Having received and examined the annexes to the proposed Peace Treaty with Italy relating to the creation and government of the Free Territory of Trieste (including an arrangement for the Free Port), [1]

Hereby records its approval of three following documents:

(1) The instrument for the provisional régime of the Free Territory of Trieste ;

(2) The permanent Statute for the Free Territory of Trieste ;

(3) The instrument for the Free Port of Trieste; and its acceptance of the responsibilities devolving upon it under the same.

Translation:

The Security Council

has received and examined the annexes of the intended peace treaty with Italy with regard to the creation and government of the Free Territory of Trieste (including a regulation for the free port).

The following three documents are hereby approved for the record:

(1) The power of attorney for the Provisional Government of the Free Territory of Trieste ;

(2) The permanent status for the Free Territory of Trieste ;

(3) The power of attorney for the free port of Trieste; and the acceptance of the responsibility that falls on the territory.

With this the creation of the neutral state was initiated.

Voting result

The resolution was passed unanimously , with the exception of Australia .
