Broadcasting Commission of the Länder

The broadcasting commission of the federal states is the permanent mediator between the individual federal states in Germany. It serves as a discussion forum for common media policy and as a decision-making body, the results of which are submitted to the state governments and state parliaments for voting. The question of the broadcasting fee is also discussed in the Commission .

Chair

The Chair of the Broadcasting Commission of the Länder since the establishment of the Panel in the time of Peter Altmaier (then Broadcasting Commission of the Prime Minister) is always in personal union by the Prime Minister of Rhineland-Palatinate exercised; previous chairmen accordingly in this list. After Kurt Beck's resignation on January 16, 2013, Malu Dreyer ( SPD ) took over the office. In its government declaration of January 30, 2013, it affirmed that it would maintain and continue the tradition of chairmanship by the Rhineland-Palatinate Prime Minister in this body. The commission is therefore part of the State Chancellery Section 2, Section 221.

Work of the commission

The commission to determine the financial needs of the broadcasters submits the financial situation of the broadcasters to the state governments at least every two years. It then responds to the question of whether and to what extent and at what time a change in the license fee is necessary. Before the final opinion-forming in the KEF, the broadcasting commission of the federal states receives a draft report in advance. The Broadcasting Commission worked out a compromise with far-reaching savings targets for the current State Treaty on Broadcasting Fees.

The Prime Ministers Edmund Stoiber (Bavaria), Georg Milbradt (Saxony) and Peer Steinbrück (North Rhine-Westphalia) wrote the SMS paper named after their initials in 2003, in which a comprehensive reform of public broadcasting was called for. The 20-point proposal involves substantial reductions in the current range of programs and staff. The Broadcasting Commission was given the task of drafting the SMS paper.
