From 1951 until his return to the Dominican Republic, he lived in Cuba.
In 1958 Nolasco became a senator in the Dominican Republic. He was the only member of Congress to oppose, supported only by the priest Eliseo Pérez Sánchez , a bill by the dictator Rafael Trujillo to introduce the death penalty.
