Sametingets valgmanntall

The valgmanntall Sametingets is the man the register that the active and passive right to vote in elections for the Norwegian - Sami Parliament Sami Parliament have. It is based on Paragraph 2-6 of the Sami Act (Norwegian: Sameloven ). In June 2019, 18,103 people were listed in the electoral register.

For inclusion in the register, both subjective and objective criteria are laid down in Paragraphs 2-6 of the Semen Act. Knowledge of the Sami languages ​​is one of the objective criteria . People who either speak Sami at home or whose parents, grandparents or great-grandparents did so can be accepted. All children can also be included by people who are themselves in the register. The reason why the language of the ancestors can also be decisive is the Norwegianization policy of the 20th century, through which the Sami languages ​​were pushed back. As a result, there are Sami people who feel they belong to the people but have not learned the language themselves.

Identification as a seed is an additional subjective admission criterion . This criterion was included to ensure that, if possible, only people with a real interest in Sami topics are included in the electoral register.

The criteria for admission to the Sametingets valgsmannstall can be changed. At first there was no right to have children of listed persons admitted and the language had to be spoken at least by the grandparents, the generation of great-grandparents was not yet sufficient. There is discussion about further changes, such as whether the admission criteria should also be extended to spouses.

Persons not listed

Seeds under the age of 18 are not listed because they are not yet eligible to vote, seeds that do not apply for registration and seeds that do not meet the criteria. Thus, the register does not constitute a list of all Sami people in Norway. When the criteria were drawn up by the Sami Law Committee, it was emphasized that even people who are not accepted into the Sametinget valgmanntall can be members of the Sami people. This means that they still have the right, through Paragraph 108 of the Norwegian Basic Law, to live out their language and culture in Norway and to be protected by the state.

Development of registrations

The number of people enrolled has been increasing steadily since 1989. In 1989 5,497 seeds were initially registered, in 2005 12,538 people were reached. In 2017 the value was 16,958 people. The number of people registered in a Sametings constituency is used to determine how many MPs are allowed to enter parliament for a constituency.
