Referee observer

from Wikipedia, the free encyclopedia

Referee observers in football and handball are usually older, experienced, but mostly no longer active handball or football referees , who are officially appointed by the relevant referee committee for the evaluation or assessment of the performance of a referee, or his assistant referees , in a football match . or a handball game. The observations, which are determined in their frequency depending on the association's definition for two games per year up to the observation of every game (national leagues) for referees, serve the quality assurance and further development of the referee and are made by the referee committees - in addition to commitment and other commitment in the referee area - at the end of or in the course of the respective game year, used to maintain or change the referee's classification (promotion or relegation). After the supervised game, there is usually an oral evaluation, which leads to the creation of an observation sheet by the observer, which the observer has to draw up in the following days and which the referee is also informed of. The referee in charge of the game receives information on errors or particularly positive behavior or such decisions, taking into account the requirements in the game.

Talented young referees are appointed to special cadre groups in some regional associations and / or sometimes accompanied by "permanent" referee coaches , which enables a referee and his performance to develop better over a certain period of time.

At the same time as the men's game, with the formation of the A-Junioren-Bundesliga, a pool of referees particularly worthy of support was created, who are monitored by a group of former top referees.

Referee rating in football

Assistant referees and referees are rated according to the following system:

Rating scale:

  • 9.0-10: Excellent performance
  • 8.5 - 8.9: Very good performance
  • 8.0 - 8.4: Good performance
  • 7.5 - 7.9: Unsatisfactory performance
  • 7.0 - 7.4: poor performance
  • 6.9: Insufficient performance

In addition to the performance of the referee, the level of difficulty of the game is also decisive for the evaluation (1 = normal / possible maximum number of points: 8.5; 2 = difficult / possible maximum number of points: 9.0; 3 = very difficult / possible maximum number of points: 10.0) . In some national associations, assistant referees are not assessed separately.

Until around 2008, a different point system was used, especially in the middle leagues (district league to association league). The evaluation looked like this:

  • 50: Excellent leadership in an extremely difficult game
  • 49: Excellent leadership in a very difficult game
  • 48: Very good lead in a very difficult game
  • 47: Very good lead in a difficult game
  • 46: Very good lead in a normal or sometimes difficult game
  • 45: Good lead in a normal game
  • 44: Leadership with small mistakes (not decisive for the game) in a normal game
  • 40–43: Line with some shortcomings (or one rule violation)
  • <40: insufficient performance
