School consensus

The school consensus in North Rhine-Westphalia (NRW) is the school policy compromise of July 19, 2011, which ended a decade-long dispute about the school structure. In preparation, School Minister Sylvia Löhrmann had set up an education conference in which the organizations involved in education and the parties represented in the state parliament of North Rhine-Westphalia took part. It was about the question of how an efficient and local school offer can be maintained with further declining numbers of pupils.

As a result, the coalition ( SPD and Bündnis90 / Die Grünen ) renounced the introduction of the community school , while the CDU agreed to repeal the “secondary school guarantee” in the state constitution. As additional new school type of secondary education was secondary appointment.

The school consensus was implemented through the amendment of the NRW state constitution of October 25, 2011 (GV. NRW. P. 499) and through the amendment of the NRW Schools Act of October 25, 2011 (GV. NRW. P. 540).
