A signature creation device is, according to the Directive 1999/93 / EC on a Community framework for electronic signatures (Signature Directive) means configured software or hardware that the production, storage and / or use of signature creation data implemented (a signature key). This definition was adopted as part of the implementation of the directive in the Austrian Signature Act and the Liechtenstein Signature Act .

Possible implementations of a signature creation unit range from a software component that stores the signature key on the hard drive to a chip card or a hardware security module .

A special form is the secure signature creation unit , for which special requirements for security and their verification are defined in the guideline and in the national signature laws (e.g. Germany and Austria).
