The IEEE 828 Standard for Software Configuration Management Plans describes the minimum requirements for a software configuration management plan. The current version is the IEEE 828-2012. It is supplemented by the standard IEEE 1042 (Reaff 1993), IEEE Guide to Software Configuration Management, which describes the planning and implementation of software configuration management .

The standard relates to the entire software lifecycle of critical software, i.e. software in which incorrect behavior would lead to major financial losses or to life and limb. It can also be used for non-critical software and software that has already been developed. Its use is not limited by the type of software.

A software configuration management plan documents which activities are to be carried out as part of the configuration management, how they are to be carried out, who is responsible for carrying them out, when they are to be carried out and which employees and resources are required for them.
