Spinning Wheels , also known as spinners , are attachments similar to a hubcap for car rims that can rotate freely on the wheel hub . When the car is brought to a standstill, the spinner continues to spin so that it looks like the tires are moving when the car is stationary. In Germany, spinners are prohibited under the Road Traffic Licensing Regulations (StVZO). Spinners are common in the United States . They are especially popular in the hip-hop scene.

The traffic offense follows from Section 30 of the StVZO (“Characteristics of the vehicles”), according to which the following applies: Vehicles must be built and equipped in such a way that their normal use does not harm anyone or endanger, hinder or annoy anyone more than is unavoidable. As a constructed example of damage, it can be assumed that a child could reach into the still rotating spinner and thus suffer injuries.
