Urban development plan

The urban development plan ( STEP or StEP ) is a long-term development concept of a municipality , which as an informal control instrument formulates development priorities and guidelines for the medium to long-term informal planning of a city. In addition to formal planning ( land-use planning ), which prescribes generally binding planning law through municipal statutes ( land use plan and development plan ), it is an important instrument for urban planning and urban development . For example, there are six different parts for Berlin: StEP Industry and Commerce, StEP Climate, StEP Transport, StEP Supply and Disposal, StEP Living, StEP Centers.
