Swiss Care Excellence Certificate

The “Swiss Care Excellence Certificate” (SCEC) is a scientifically based certification procedure which is intended to enable the assessment of quality management systems in care. It takes into account the latest state of nursing science, offers organizations a position assessment or is the entry point for certification at the basic level, with the possibility of striving for excellence in nursing. The certification process takes into account the specific differences between Spitex, retirement and nursing homes and clinics. The "Swiss Care Excellence Certificate" is the result of a collaboration between the certification body concret AG in Bern CH of the applied research and development care (aF & E) Department of Health at the Bern University of Applied Sciences (BFH) and the Winterthur Institute for Health Economics (WIG) at the Zurich University of Applied Sciences Sciences (ZHAW) with state funding from the Commission for Technology and Innovation (KTI, now Innosuisse).

The aim of SCEC is the assessment of quality management systems in nursing on the basis of scientifically founded indicators. With this, SCEC makes the quality of care visible.

The certification body

Concret AG is a certification body for quality management systems in nursing, accredited by the Swiss Accreditation Service (SAS) of the State Secretariat for Economic Affairs (SECO). This justifies the use of effective quality management systems in nursing in various healthcare organizations such as B. to certify retirement and nursing homes, clinics / hospitals and Spitex organizations.

The certification process

Basis of valuation

The assessment procedure is divided into 10 standards, which are used to map the structure, process and result quality:

The standards are made up of 2 to a maximum of 6 quality criteria, each of which is checked for the achievement of objectives using measurable basic and performance indicators.

Certification cycle

The certification process is divided into several stages.

The pre-audit / location determination is a prerequisite for the subsequent certification and takes place at the customer's site. The pre-audit can also take place as a location assessment without certification. The audit takes place on the basis of the concrete indicators. The result of the pre-audit shows the customer strengths and gaps in the quality management system in a transparent and comprehensible manner. The measures to close the gaps are presented in the form of conditions in an action plan after the pre-audit / location determination by Concret.

The certification is carried out of the institution or organization of individual units when the judgment in the certification audit reveals that the conditions of the preliminary audit have been processed and all base indicators are satisfied. The institution can also have the performance indicators assessed in terms of further development. Recommendations are made and the assessment is made using a score.

In the annual monitoring audits , Concret checks whether compliance with the requirements in the basic indicators is maintained. To renew the certification , the organizational units of the institution must undergo a recertification audit in the third year after the initial or recertification. In order for the certification to be renewed, the basic indicators must be met.

Show excellence

According to SCEC, the process of achieving excellence is understood as a continuous development process and can be visualized for each institution using a continuum. The positioning is based on the achieved score. This enables the institution to compare itself internally, but also externally.

The SCEC procedure is focused on the QM system of care and the scientific foundation is based on the Zurich care quality model. It is adapted to the different care areas clinic / hospital, nursing home and outpatient care (Spitex). The preparations for the audits are resource-efficient. The procedure stimulates reflection, offers incentives for continuous further development and rewards, among other things, by making the excellence of nursing visible.
