A partial area report is a new instrument of regional planning in Bavaria . Sub-area reports should contribute to an integrated, sustainable regional development.

With the participation of decision-makers and citizens, models for future development in a project area are formulated. Concrete proposals for measures to implement the goals are worked out and combined in an integrated development concept. The first measures are to be implemented within the processing time for the partial area report. 50% of the financing is provided by the participating municipalities.

As a planning instrument, the partial area report lies between regional and urban land-use planning . The project area is problem-related and does not necessarily follow the administrative boundaries, which is why the instrument is quite flexible, but does not have any direct external impact. Rather, they may later be incorporated into the spatial plans as goals or principles.

Task, content and subject of investigation

Subspace reports have the task of

  • to develop a development model on the basis of a short, problem-oriented inventory and an analysis of the development potential of the project space,
  • to develop a strategy and an action program for the balanced development of the area,
  • Prepare the implementation of the action program and individual measures technically and organizationally.

Subspace reports contain recommendations

  • to what extent the space can still develop, taking into account ecological aspects,
  • how the development scope can be used in the best possible way, taking into account traffic and settlement structure issues,
  • Which measures and projects can be used to reduce existing structural deficits and use development potential.

The project area is a delimited and manageable space with a specific problem. The subject of the investigation are:

  • Spatial planning and settlement,
  • Nature and landscape / ecology,
  • Population and economy,
  • traffic
