Total reservation
Under total of title is meant that the administration not only for intervention in fundamental rights of citizens ( legal reservation ), but also for any other activity of a parliament legal basis requires.
However, this does not correspond to the prevailing view of the reservation of the law represented by the Federal Constitutional Court . According to it, the administrative activity outside of the intervention administration only needs the legal basis if it is a matter of an essential decision ( materiality theory ).
