The True Sale International (TSI) is a corporation founded by German banks finance lobby group to promote the German securitization market. It has the legal form of a GmbH .

history

The company emerged in 2004 from a project (True Sale Initiative) by thirteen large German banks from all pillars of the German banking industry. Since mid-2004, the TSI has been in the legal form of a GmbH, which performs the following tasks:

  • promoting the interests of the German securitization industry, including the associated public relations work, as well as providing support and advice to the legislative bodies and authorities
  • the provision of an infrastructure for securitisations with German issuing companies (securitization platform)
  • the development and implementation of quality standards for securitisations (Certified by True Sale International)
  • the provision of a common platform for the German securitization industry to exchange securitization-related topics. This also includes the organization of specialist events on the German credit and securitization markets, such as the annual TSI Congress in Berlin.

tasks

The company is supported in its tasks and work by partners from the fields of banks, law firms, auditing companies, service providers and rating agencies.

Over the past fifteen years, almost 140 transactions with a total volume of around EUR 240 billion in risk transfer have been processed via the TSI securitization platform. The acceptance of the German securitization platform has increased significantly since 2007 in the course of the critical discussion about subprime securitisations and offshore solutions. The TSI claims the high quality of securitisations of German bank loans is based on the good regulatory framework and the specific business model of German banks with regard to securitisations. For example, German banks only securitize a small part of their total assets and apply the same quality standards to securitized loans as they do to unsecuritized loans. As a rule, German banks are still connected to the securitized loans through the perception of the customer relationship and through the assumption of a risk share.

The company has ten shareholders, but is also supported by a large number of other banks and the institutions dealing with securitization issues. The managing director of TSI is Jan-Peter Hülbert, the chairman of the advisory board is Bernd Loewen, member of the board of directors of KfW Bankengruppe .
