The VEF Irbitis I-11 was a two-seat light aircraft that was designed in 1936 by the Latvian engineer Kārlis Irbītis at the company Valsts elektrotehniskā fabrika . It was powered by a 90 hp, faired Cirrus Minor engine.

Work on the project began as early as 1935 and the first structural tests of the wing design were carried out in February 1936. The first flight of the prototype took place on June 23, 1936 from the Riga - Spilve airfield . However, due to a lack of demand, no further copies were built.

On April 26, 1937, the prototype undertook a 1000 km flight across Latvia in 5 hours and 30 minutes. After that, further tests were abandoned in favor of other projects.
