The Association for Land Development and Land Reorganization Brandenburg (VLF Brandenburg) was created in accordance with §26 a ff FlurbG on April 11, 2000 through the voluntary merger of 16 participant communities. The VLF Brandenburg is a corporation under public law.

tasks

According to §18 FlurbG, the community of participants (TG), to which the participating property owners and leaseholders are united, handles the joint matters of a procedure. In particular, it has to establish and maintain the communal facilities. In addition, it is responsible for making and claiming the payments set in the procedure. The community of participants is thus largely responsible for the procedure, as it ultimately has to fulfill all of the tasks that are not incumbent on the land consolidation authority.

So that these very complex tasks can be implemented efficiently, quickly and inexpensively, § 26 a FlurbG provides for the formation of associations of the participant communities.

While the tasks of the individual participant communities are carried out by honorary board members, the association has expert staff available to implement the decisions of the individual participant communities. Most of the administrative work for which the TG is responsible is transferred to the association. As an umbrella organization, the VLF is always a service provider for its members. Resolutions of the member participant communities such as B. on the time and the amount of the collection of monetary claims or the award of construction works remain the responsibility of the TG board as before. The model on which the VLF is based can best be compared with an official municipality: the TG board members are the respective municipal representatives, the VLF the official administration.

General meeting

The general assembly is the highest organ of the VLF Brandenburg. It consists of the members, ie the participating communities that have joined the vlf. The members are represented by their chairman of the board of directors or, if he is unable to do so, by his deputy or, if he is unable to do so, by another authorized board member.

Board

The community of members of the VLF Brandenburg is represented externally by the board. The board consists of the chairperson and the other elected board members. Only one board member of a community of participants can be elected. The board consists of six members, whose six deputies can participate in board meetings in an advisory capacity.

Office

The office is managed by the managing director Markus Klaer. This supports the association chairman and the board in their tasks. The managing director ensures that the resolutions of the association bodies are implemented. He handles the day-to-day business on his own responsibility. The managing director takes part in the meetings of the association's bodies in an advisory capacity without voting rights. The managing director is the superior of all employees of the association. The association is divided into three regions. In addition to the office in Potsdam, the vlf Brandenburg has five other branches in Kyritz, Angermünde, Fürstenwalde, Calau and Schlieben.
