Vehicle Safety Certification Center

The Vehicle Safety Certification Center (VSCC for short) is the body responsible for the automotive sector in Taiwan , which guarantees compliance with special regulations and mandatory product certifications. Its task is to use certifications to check and guarantee the safety of vehicles on the Taiwanese market.

The establishment of the VSCC was initiated by the Ministry of Transportation and Communications. On March 31, 2009, the agency officially began its service. The VSCC is based in the Taiwanese city of Lugang .

The VSCC is responsible for vehicle approvals and safety inspections as well as for the certification of individual components that require approval. In order to be able to apply to the VSCC for approval of a component for the Taiwanese market, foreign applicants must be able to show a local representative, branch or subsidiary in Taiwan. This local representation is officially listed as the applicant for certification.

Such a requirement does not have to be met, for example, when applying for a CCC certificate for the automotive sector for the Chinese market .

A number of documents have to be provided and some forms have to be filled out for the application. If these have been accepted, specific tests follow, which are carried out according to the Taiwanese test standards, the Vehicle Safety Testing Directions , and take place directly at the VSCC. The standards are based on the international ECE regulations, but ECE test reports for Taiwan Certification cannot replace those of the VSCC. If the tests are passed and the component is approved for the Taiwanese market, it may be marked accordingly. In the regulations, the marking is simply referred to as the Certification Approval Label .
