The ordinance on beer and beer-like drinks was issued on January 24, 1918 and announced in the Reichsgesetzblatt on January 26, 1918 . The regulation banned the production of beer and beer- like beverages with more than 3 ° P. The ordinance was repealed by the Beer Tax Act and the Mineral Water Tax Act of July 26, 1918.

It is the first tax regulation in Germany in which the raw materials used in beer production are no longer taken into account, but the original wort of the finished drink. In Austria-Hungary beer was taxed according to the extract content of the wort since 1852; Since 1901, all larger breweries have had to purchase a Systhem Erhard-Schau wort measuring device for this purpose .
