After graduating from high school in 1953, he studied mathematics, physics and astronomy in Göttingen , Tübingen and Münster . In 1958 he received his doctorate on mathematical logic under Hans Hermes in Münster . In 1959 he passed the state examination for higher schools in mathematics and physics and in 1962 the assessor examination for the higher teaching post, both in Münster. In 1966 Oberschelp completed his habilitation with Horst Tietz in Hanover and then became a university lecturer and professor there. In the academic year 1967/68 he was Visiting Associate Professor at the University of Illinois at Urbana, (USA). In 1971 he was appointed to the chair for applied mathematics, especially computer science, at RWTH Aachen University. With his colleagues Jürgen Merkwitz and later with Klaus Indermark , he set up the main course in computer science there . He was one of the first computer science professors in Germany. In 1998 he retired. He supervised 40 doctoral theses.

During his time as a professor, he worked on computer structures, circuit theory and mathematical questions on computer science in several areas of computer science. After his retirement he deals with the history of computistics and astronomy .
