A waiting school was a social institution, similar to today's kindergarten , in which in the 19th century children from poor families were looked after on an hourly or half-day basis until they entered the school system.

The waiting schools were based on the work of the Inner Mission . They should counter the neglect of young children of working mothers. The first waiting school was opened in 1830 in the Rauhen Haus . Usually under the umbrella of a parish, they were mainly financed by donations. In contrast to Fröbel's kindergarten pedagogy , trained specialist staff was generally dispensed with for reasons of cost. The care of the children was ensured by community nurses or the community administration of the city, who were often supported by volunteers. The need for this care often had to be proven.
