Central accommodation facility

A central accommodation facility , or ZUE for short , is used in Germany to accommodate refugees after their stay in an initial reception facility (EAE, also ZAE). Refugees should stay in the ZUE until they are referred to individual municipalities.

During the stay of a refugee in an initial reception center or ZUE, the federal state pays for health care. As soon as a refugee is assigned to a municipality, the responsible municipality pays the costs.

In North Rhine-Westphalia, central accommodation facilities are regulated in Section 9 of the Foreign Nationals Responsibility Ordinance (BefAVO). There are 33 central accommodation facilities in NRW (as of November 2018). The central accommodation facilities in North Rhine-Westphalia include locations in Bielefeld, Dortmund, Hamm, Hemer and Schöppingen. In Münster there is a ZUE on the site of the former York barracks in Gremmendorf.

Some people criticize that the situation in these facilities is problematic despite the increased police presence.
