Central coordinating staff for refugees

The Central Refugee Coordination Staff (ZKF) of the Free and Hanseatic City of Hamburg was set up in October 2015 to bundle selected implementation tasks in the field of refugee accommodation and to coordinate, control and report on overarching tasks. The need for coordination has been steadily declining since the end of 2018 because the access numbers have stabilized at a significantly lower level over a longer period of time. Against this background, the ZKF was transferred to a smaller staff unit for refugees and overarching tasks (SFA) in November 2019.

The coordination staff performed the following tasks in particular until mid-2019:

  • Procurement of areas and objects for initial reception and follow-up facilities,
  • Extension and expansion of initial and follow-up facilities,
  • Creation of emergency shelters to prevent homelessness in the short term,
  • operational coordination of volunteer activities related to the operation of initial and follow-up facilities.

Another task of the coordination staff was to coordinate all tasks of authorities, offices and non-state actors that are part of refugee aid. Original responsibilities remain unaffected.

Tasks of reserve and crisis prevention planning as well as coordinating functions remain in the reduced organizational unit SFA.

Anselm Sprandel was head of the ZKF until the end of February 2019. As of March 2019, this task was taken over by the previous staff division heads Jana Hoppe and Holger Poser. They were assisted by three departments (ZKF 1: Central Services and Coordination; ZKF 2: Capacity building of follow-up facilities, overarching tasks; ZKF 3: Facilities of the central initial reception, overarching tasks, operation, emergency management) and the Communication and Participation department in completing their tasks . Jana Hoppe and Holger Poser have had four departments at their disposal since they were transferred to the Refugees and General Task Force (SFA): SFA 1: Principle, Communication and Participation; SFA 2: Cross-cutting issues, social infrastructure monitoring; SFA 3: location, emergency planning case management, SFA 4: reserve location and reserve area planning.
