The Objective 1 regions were regions of the European Union from 2000 to 2006 which it classified as economically underdeveloped. In order to maintain the same level of development in the EU as possible, these regions were funded. They received 70 percent of the budget of the European Regional Development Fund (ERDF).

These regions had a gross domestic product per capita below 75 percent of the Community average. They were mostly peripheral areas of the Union and have a low or very low population density . Over 60 regions received this funding for the period from 2000 to 2006.

The term convergence region was introduced for the funding period from 2007 to 2013 .
