European sugar regime

The European Sugar Market Organization was an EU set of rules consisting of quotas, tariffs and subsidies to protect domestic sugar production in the form of sugar beet cultivation . It expired on September 30, 2017.

history

The first uniform sugar market regime came into force in 1968. Initially, it was essentially laid down in Council Regulation No. 1009/67 / EEC of 18 December 1967 on the common organization of the market in sugar . As a result, the European Union, which until then was a net importer of sugar, developed into an exporter of sugar. In 2005 the World Trade Organization (WTO) enforced that the export of sugar from the EU was limited to 1.4 million tons per year. At the same time, the poorest export countries of sugar were allowed to import sugar in order to support them in their development.

criticism

Proponents of the sugar market regime cited the preservation of domestic jobs in sugar beet cultivation and independence from foreign producers as necessary reasons to protect domestic production. According to many proponents, the allegedly higher quality of beet sugar compared to sugar, which is mostly obtained from sugar cane outside the EU , also spoke in favor of the state regulation. In addition, large areas of rainforest are cleared every year for the production of sugar cane, which results in long-term damage.

Opponents of the state regulations often mentioned economic disadvantages resulting from the comparatively expensive production within the EU (at around 600 US dollars per ton, the price is around three times higher than the world market price). Discrimination against foreign manufacturers and the restriction of international competition were also named as negative consequences by the World Trade Organization. The European Court of Auditors has z. B. determined that the sugar market regime has resulted in an additional burden on EU consumers of more than 6 billion euros per year.
