An official receiver is a natural person (no legal entity ) that as part of the arrangement of a coercive administrative procedure by the enforcement court managed independently and economically reasonable discretion land or property-equivalent rights (with the purpose of object conservation, as well as generating revenue). The legal status of the receivership is legally defined in Section 1 of the receivership ordinance.

A natural person who is knowledgeable about business is to be appointed as the receivership who, according to his qualifications and existing office equipment, offers the guarantee for the proper design and implementation of the receivership. The administrator is bound by the instructions given by the court. However, the administrator is not bound by instructions from the obligee who applied for the administrative proceedings.
