Two pillar model

The two-pillar model is the legally prescribed ownership structure for licensed private local radio stations in North Rhine-Westphalia . Each there must be an operating company (BG) type, which is responsible for the business aspects and takes any profits, and a broadcasting association (VG), which defines the editorial line of the transmitter. Both companies will jointly decide on the appointment of the chief editor .

The State Media Authority only issues a license when a BG and a VG conclude a cooperation agreement .

Like the public broadcasting bodies, the VG includes representatives of the socially relevant groups in the distribution area.

The local newspaper publishers (75%) and the local authorities (25%) had priority access to shares in the BG ; but if they did without it, any person could - and can - set up a BG.
