The 1991/92 season of the 2nd ice hockey Bundesliga was the 19th season of the second highest German ice hockey league and at the same time the last to be played on two tracks. The champions EHC Dynamo Berlin rose directly to the Bundesliga , the runner-up EC Ratingen also qualified for the top division in the relegation games.

In addition to EV Füssen , which voluntarily withdrew from the game at the end of the season, and Duisburger SV , which filed for bankruptcy during the season, the ESC Wolfsburg , Grefrather EC , EV Ravensburg , TSV Peißenberg and EC Bad Tölz had to make the league descend.

As in the previous season , the league was two-pronged, with ten teams starting in both groups. First, a preliminary round was played out in the form of a single round, so that each club played a home and an away game against the other teams in its group. After the preliminary round, the teams ranked 1 to 5 in both groups reached the upper intermediate round, while the other teams played the lower intermediate round. The best eight clubs in the upper intermediate round qualified for the promotion round, from which the first was promoted directly to the Bundesliga and the second qualified for the relegation games. The other two teams in the upper intermediate round took part in the qualifying round with the best teams in the lower intermediate round.

Due to the reintroduction of the single-track second division, only the best four teams in the qualifying round qualified for the following season, the other clubs had to compete in the league in the following season . The worst three teams in the lower intermediate round were also relegated directly to the top division.
