André Kuper (born December 14, 1960 in Wiedenbrück ) is a German politician ( CDU ). Between 1997 and 2012 he was mayor of the city of Rietberg , since then he has been a member of the state parliament of North Rhine-Westphalia . He was elected President of the State Parliament on June 1, 2017.

Life

André Kuper was born in Wiedenbrück and grew up in Rietberg. There he attended the community elementary school and the municipal secondary school. In 1978 he began his training with the city of Rietberg, which he completed in 1980 with a successful examination. After he graduated from high school in Lippstadt in 1983 , he began his military service in the Navy. From 1984 to 1987, in addition to his work at the Rietberg city administration, he attended the Bielefeld University of Applied Sciences . He completed the administrative sciences course with a degree in administrative management (FH) . In 1993, Kuper switched to the study institute for municipal administration in Bielefeld, where he was a full-time lecturer in the business administration department. In addition, from 1993 to 1995 he acquired the specialist teacher diploma in education at the University of Applied Sciences for Public Administration of the Lower Saxony Study Institute. In 1998 he finished his studies in economics with a degree in business administration (VWA).

He has been married to his wife Monika since 1983 and has two sons.

politics

His political career began in 1979 when he joined Junge Union and in 1983 the CDU . On August 1, 1997, the city council of Rietberg elected him the first full-time mayor of the city of Rietberg. He won the first direct election for mayor on September 12, 1999 with 82.9 percent of the vote. In 2004 (with 77.1 percent) and 2009 (with 73.39 percent) he was able to win the election in the first round.

Under his leadership, Rietberg won the gold medal in the competition Our city is blooming in 2006 and was awarded the contract for the 2008 State Garden Show.

After the previous MP Michael Brinkmeier announced in spring 2012 that he would not run again for the 2012 state election , Kuper was chosen as the new direct candidate. He won his state constituency Gütersloh III with 49.57 percent and thus moved into the state parliament as a directly elected member. In the state elections in 2017 , he was re-elected with 55.32 percent of the vote. On June 1, 2017, Kuper was elected President of the State Parliament in the constituent session .

Kuper has been Chairman of the Board of Trustees for the House of History in North Rhine-Westphalia since 2018 .
