Cai Qi

Cai Qi ( Chinese  蔡 奇 , Pinyin Cài Qí ; born December 5 , 1955 in Youxi County in Fujian Province ) is a Chinese politician and has been a member of the 19th Political Bureau of the Communist Party of China since October 2017 . He is the Chinese Communist Party's secretary for the capital, Beijing, and was the mayor of Beijing in 2017. Cai became known for his use of social media and his unorthodox style of government.

Career

Cai was born on December 5, 1955 in Youxi County, Fujian Province. During the Cultural Revolution he was in the country to work from 1973. He joined the Communist Party of China in 1975. He graduated from Fujian Normal University in 1978 with a degree in political education . From 2010 to 2013, he was director of the Organizing Division of the Zhejiang Provincial Communist Party Committee . From 2013 to 2014 he was the Lieutenant Governor of the People's Government of Zhejiang Province. At that time, Xi Jinping was the party leader of Zhejiang Province.

Political career in Beijing

From 2014 to 2016, Cai was executive director of the secretariat for the Central National Security Commission in Beijing. He then became vice mayor, and finally he was mayor of Beijing in 2017 until he was appointed secretary of the Beijing Party Committee on May 27, 2017. Hardly anyone in the PRC has been promoted as quickly. This is attributed to the fact that he is one of Xi's closest allies and that Xi wants the capital to be in the hands of a confidante as a possible focal point. Chen Jining became the new mayor of Beijing. He was appointed a member of the Politburo of the 19th Central Committee of the CPC without having previously been on the CPC Central Committee.

Social media

Cai was one of the few Chinese politicians to have used social media. Some of his views, which he shared on Tencent Weibo , a Twitter-like platform, while in Zhejiang , were not on the party line. In 2011, he lamented the fact that Chinese censors had blocked access to Facebook . When a young boy was attacked and seriously injured by a dog in Zhejiang in 2012, the parents posted pictures of their injured son on a blog. The dog was part of a government department and Cai arranged compensation, which earned him popular recognition. Cai's account was called a Bolshevik and had several million followers. He advocated the transparency of social media. When he moved to Beijing, he stopped his social media activities.
