From 1978 to 1983 Figeľ studied electrical engineering at the Technical University of Košice . In 1994 he completed one-semester postgraduate courses in international issues at Georgetown University in Washington, DC ( USA ) and at the University of Antwerp ( Belgium ).

After working in his profession, Figeľ was a member of the “National Council of the Slovak Republic” (the Slovak Parliament) for the (then) opposition Catholic-conservative Christian Democratic Movement (Kresťansko-democické hnutie) from 1992 to 1998 . He then became State Secretary in the Dzurinda Government's Foreign Ministry until 2002 . During this time he was responsible for the accession negotiations with the EU . From 2002 to 2004 he was again a member of the National Council for the same party and chairman of the Foreign Affairs Committee.

From 1995 to 2000 he was also a lecturer in international relations at Trnava University .

In addition to his own European political offices in Slovakia and the representation of his country in the Council of Europe , he was a member of the Convention on the Future of Europe in 2002/2003. Suspected plagiarism

In August 2012, Figeľ hit the headlines after it was revealed that his PhD dissertation may have been plagiarized . He received his degree in social work in 2007 from the private St. Elisabeth University of Health and Social Work in Bratislava. According to the newspaper SME , large parts of his dissertation were copied from a book co-authored by Figeľ on the accession negotiations between Slovakia and the European Union from 2003, but without naming the co-author. Figeľ was one of the negotiators in Slovakia and at the time of writing the dissertation was the EU commissioner for education and culture. Despite deficiencies in the content, the university decided, according to its own statement, "with a view to its international position" to award the degree; according to the Rector's confession, Figeľ should have increased the school's reputation as a prominent student. Figeľ also defended his work, since the social dimension of EU accession was one of the key issues. The Slovak Ministry of Education is currently reviewing the legality of Figeľs dissertation as well as the accreditation of the university.
