The Freiburg correctional facility is a correctional facility in the state of Baden-Württemberg . It is located in Freiburg im Breisgau in the Neuburg district .

History and buildings

The main institute was completed in 1878, the adjacent building of the Tennenbacher Strasse department in 1914. In the German Reich until 1945, it was generally known as the “Freiburg city prison”. The main building is popularly known today as the “Café Fünfeck”. This is due to its floor plan, which consists of five wings, all of which meet at a central point ( Panopticon principle, Pennsylvania style).

Plaque

In 1940 part of the prison was taken over by the Wehrmacht as a military prison. It also served as a transit prison for political prisoners from France who had to serve their sentences in Germany. On November 27, 1944 , the Freiburg prison was badly damaged in Allied air raids. Three people were killed and over 100 prisoners of both sexes, both civilian and military, managed to escape. However, quite a few were caught again. Other prisoners and staff were evacuated to Wildflecken . The following day the members of the French resistance group Réseau Alliance , Edouard Kauffmann, Jean Lorday and Emile Pradelle were abducted from prison and executed by Gestapo officials without due process. In the presence of the history workshop of the Lessing Realschule Freiburg and the French memorial group “Souvenir Francais” from Strasbourg, Mayor Ulrich von Kirchbach unveiled a memorial plaque on the prison wall on November 28, 2016 .

Gate guard building from 1983

In 1972 and 1977-78 workshop buildings were built. In 1983 the gate guard building with administration wing was opened. 1988-89 another workshop building was built on Tennenbacher Straße and in 1991 the sports hall started operations. From 1999 to 2001 a further 138 places for prisoners on remand were completed in a new building on Tennenbacher Strasse. From 1997 to 2003, the cell wing and the central building were completely renovated and modernized. In 2004 a former residential building for employees was opened as an outdoor house with 33 places.

In the spring of 2017, Justice Minister Guido Wolf announced that the prison would get a new building.

Jurisdiction

Only men are accommodated in Freiburg. In particular, convicts who have to serve a longer sentence (more than 1 year and 3 months) are detained here. These usually come from the district courts of Freiburg, Baden-Baden, Offenburg, Konstanz and Waldshut-Tiengen. In addition, prisoners on remand v. a. from the district court districts of Breisach, Emmendingen, Ettenheim, Freiburg, Kenzingen, Müllheim, Staufen, Titisee-Neustadt and Waldkirch. As a rule, those inmates who are not imprisoned for a criminal offense, but for reasons of civil law (for example precautionary detention ) come from the same district court districts .

The Freiburg JVA is the central institution for preventive detention of male perpetrators for the whole of Baden-Württemberg .

Branch offices

The former court prison in Emmendingen has been a branch office since 1983. Those prisoners who are in open prison are housed here . There are further branch offices in Lörrach at the district court of Lörrach and in Denzlingen . Until 2004 there was a branch at the Freiburg District Court .

Psychologists and social workers are available for care and treatment purposes. There are individual and group events. External contacts also take care of the prisoners, for example for addiction advice, preparation for release, general pastoral care, debt counseling or counseling for HIV-infected inmates.

In their free time, detainees can pursue various activities. So they can get involved in theater groups, musically or for the prison newspaper. There are also religious offers. They can also do sports or acquire language or computer skills.

Work and training

Approx. 450 jobs and training positions are available for the detainees. In addition to the premises of the institution that provides educational center 100 training places. Typical apprenticeships are those in wood, textile and metal processing, but also in the field of building cleaning or catering. In the JVA, in addition to the secondary school certificate, the Werkrealschule certificate and the Abitur can be acquired. The training center also offers language courses at different levels with internationally recognized certifications. The education center is also a branch of the Distance Learning Center in Karlsruhe . In addition, some prisoners, in 2010 there were 18, study at the Fernuniversität Hagen . 40 outdoor enthusiasts work for external companies in the area. The VAW Baden-Württemberg has a branch in the prison.
