The Baden-Württemberg Association of Statutory Health Insurance Dentists (KZV BW) is an institution for contract dental self-administration . It is a corporation under public law and fulfills the tasks assigned to it as a self-governing body . Members of the KZV BW are over 8,000 contract dentists who work as freelancers , of which 1,908 are salaried dentists in Baden-Württemberg (as of June 2019). The KZV BW ensures the dental care of the nine million patients with statutory health insurance in Baden-Württemberg nationwide in accordance with the security mandate according to Section 72 Fifth Book of the Social Code . Legal supervision is carried out by the Baden-Württemberg Ministry for Social Affairs and Integration .

The KZV BW is one of 17 state KZVs in Germany. With the exception of North Rhine-Westphalia, which is divided into two KZV areas (KZV Nordrhein and KZV Westfalen-Lippe), the state concentration camps correspond to the federal states. All state concentration camps are members of the National Association of Statutory Health Insurance Dentists, Kdö.R. (KZBV). Every dentist must be a member of a state KZV in order to be able to settle the treatment of statutory health insurance patients .

history

Baden-Württemberg has been divided into four administrative districts since January 1, 1973 . Since then, four dental associations in Baden-Württemberg have been responsible for ensuring dental care. They were led by honorary boards.

With the GKV Modernization Act of 2003, the merger of the four KZVs was decided on January 1, 2005, from which the Association of Statutory Health Insurance Dentists Baden-Württemberg was formed. The independent district concentration camps that had existed up to that point became district offices in Freiburg, Karlsruhe, Stuttgart and Tübingen. At the same time, the Statutory Health Insurance Modernization Act stipulated that the board members have to carry out their tasks full-time. According to Section 79 SGB ​​V, the Social Security Code only allows three board members. In the first term of office 2005-2010, however, there was a special regulation in Baden-Württemberg, according to which the full-time executive board was composed of four board members. This should facilitate the merger of the four KZVs. With the term of office that began on January 1, 2011, the board was reduced to a maximum of three board members.

The KZV BW consists of the main administration in Stuttgart and the district offices in Freiburg, Mannheim, Stuttgart and Tübingen. The bodies of the KZV BW are the representatives' assembly and the full-time executive board. The board is currently composed of Ute Maier as chairman of the board and Christoph Besters and Christian Finster as deputy chairmen. The meeting of representatives is made up of 50 contract dentists who are elected by the contract dentistry of Baden-Württemberg for six years. The board of directors and the assembly of representatives are advised by a state advisory board that supports both bodies in the strategic direction of the KZV BW. The current term of office ends in 2022.

Previous chair

Since KZV BW was founded in 2005, the corporation has had two chairmen of the executive board. From January 1, 2005, Peter Kuttruff, who had previously been chairman of the board of the KZV Stuttgart, led the founding phase. Ute Maier succeeded him on January 1, 2010.

The KZV BW sees itself as a service provider for its members, also performs sovereign tasks and carries an official seal . As a professional representation in the state and federal government, it advocates the free choice of doctors for citizens, for flexible care close to their home, for freedom of therapy in dental treatment, for a reduction in bureaucracy in the dental practice and for the strengthening of the principle of self-administration .

The tasks of the KZV BW include (according to SGB ​​V and the statutes of the KZV BW in the version approved by the legal supervisory authority of January 15, 2016):

  • Ensuring outpatient contract dental care in Baden-Württemberg
  • Representing the rights and interests of members
  • Ensuring the dental emergency service
  • Conclusion of general agreements (collective agreement , selective agreement ) with the statutory health insurance companies
  • Ensuring adequate remuneration for the dentists participating in contract dental care
  • Settlement of outpatient contract dental services to the health insurance companies
  • Fee distribution

public relations

The official organ of the Baden-Württemberg State Dental Association and the Baden-Württemberg Association of Statutory Health Insurance Dentists is the monthly Zahnärzteblatt Baden-Württemberg with a circulation of 12,000 copies. In addition, these two bodies maintain the Information Center Dental Health (IZZ). The dental health forum of the two bodies is dedicated to dental prophylaxis .
