The Transport and Tariff Association Stuttgart GmbH (VVS) coordinates the local public transport in Baden-Wuerttemberg state capital Stuttgart and in neighboring counties Böblingen , Esslingen , Ludwigsburg and Rems-Murr , in addition, also in parts of the district Göppingen and the Ostalbkreis district . The association ensures uniform conditions of carriage and tariff regulations as well as a coordinated timetable. In doing so, he cooperates with the districts and municipalities as well as the Stuttgart Region Association .

history

The VVS community tariff was introduced on October 1, 1978 as part of the replacement of suburban traffic in Stuttgart by the Stuttgart S-Bahn . Initially, it was a collective bargaining agreement between the Deutsche Bundesbahn ( express trains , local trains , S-Bahn and rail buses ), the Deutsche Bundespost ( post buses ) and almost all means of transport of the Stuttgart trams (SSB). At the same time, the SSB gave up their in-house tariff, only on the airport bus route A, which operated until 1993, an SSB-own tariff was in effect until the end. Outside of the former S-Bahn network, the following railway lines were initially integrated:

On July 1, 1982 the VVS transitional tariff was introduced. This enabled passengers to use not only the DB and SSB means of transport with a monthly ticket, but also the buses and trains of around 40 private transport companies.

On October 1, 1993, the transitional tariff was abolished and the community tariff was extended to the entire area of ​​the four Stuttgart districts. From then on, the regional trains could no longer only be used to the end of the S-Bahn, but also to the last station before the district border with composite tickets.

1 January 2014, which was Fils Valley Railway in Göppingen district to the station Geislingen (Steige) and the Stuttgart-Bad Cannstatt-Aalen railway up to the station Lorch (Württemberg) in Ostalbkreis in the VVS fare integrated.

On January 1, 2016, the cities of Nagold and Altensteig in the Calw district were also integrated into the VVS tariff.

On January 1, 2020, the Ergenzingen train station was integrated into the VVS tariff.

On January 1, 2021, the area of ​​the district of Göppingen is to be fully integrated into the VVS, whereby the Filsland mobility network is to be integrated into it.

Development of the number of passengers in the VVS since 1996

The traffic area of ​​the VVS covers 3,012 square kilometers with around 2.4 million inhabitants. In this area, 17  regional train lines , seven S-Bahn lines , 19 light rail lines (two of which are special lines that  only run to special events), the Stuttgart cog railway , the Stuttgart funicular as well as 359  bus lines , three  trolleybus lines (see Trolleybus Esslingen am Neckar ) and 28  night bus routes .

146 S-Bahn railcars , 164 light rail vehicles , 26 diesel railcars, nine trolleybuses, three rack-and -pinion railcars , two funicular railcars and around 1,300 buses are in use in the VVS .

In 1978, when the company was founded, 178 million passengers were carried; in 2006 it was over 320 for the first time, in 2012 it was 338 million and in 2013 it was 348.9 million. With tariff income of 327 million euros, 57 percent of the costs of the network operation could be covered - in 2000, the cost coverage ratio , with income of 269 million euros, was 52 percent. With 357 million passengers, a new passenger record was set in 2014. In the first half of 2015, 181.9 million bus and train journeys were counted in the VVS area. This corresponds to an increase of 2.9 percent compared to the same period in the previous year. Income rose in the same period by seven percent, to 240 million euros. Between January and September 2015, 263.5 million people used the VVS means of transport, 3.4 percent more than in the same period of the previous year. A new record was set in 2015 with 365 million passengers. In 2019, 394.5 million trips were counted, 2.8 percent more than in the previous year. Fare income amounted to 511.4 million euros, 5.2 percent less than in 2018 due to a tariff reform.

With the regionalization of local rail transport, the Verbundgesellschaft changed from a corporate to a mixed group on January 1, 1996. Since then, in addition to the transport companies also have PTAs contribute half the VVS.

Since the SSB and the city of Stuttgart, as their owners, hold the majority of the shares, they de facto determine the rate of increase in the tariffs. The distribution of this increase to the individual products - taking into account structural changes in the tariff - is then decided by all shareholders.

The so-called “Verbundstufe II”, ie the uniform VVS tariff, is supported by the Verband Region Stuttgart, which finances this with around 140 million euros annually. The regional association's transport budget consists of a transport levy raised by the city of Stuttgart and the four districts involved in the VVS, as well as funds from the federal and state governments.

Tariff

The Stuttgart Transport Association has a uniform tariff for the entire area. The system comprises a tariff zone for the city of Stuttgart (zone 1) and seven other tariff zones (zones 2 to 8), which are arranged in a ring around the Stuttgart city area.

As a result of the tariff reform in April 2019, the 52 old tariff zones - most of which had existed since 1978 - were replaced by eight new tariff zones. Among other things, the former core zone 10 was combined with the ring zone 20, and since then the entire Stuttgart city area has been in one zone. The outermost ring zones 60 to 69 and 70 to 75 as well as 77 and 78 have also been merged to form the new ring zone 5. Since the prices for the zones remained constant, some trips in the tariff association were cheaper. The cost of the 2019 tariff reform was estimated at around 42 million euros per year. In April 2019, the number of trips increased by 4.1 percent compared to the same month of the previous year, and the number of subscribers by 6.8 percent. In the previous months the increase was between 1.0 and 1.3 percent.

Tickets

VVS tickets are valid in Stuttgart and the districts of Böblingen, Esslingen, Ludwigsburg and Rems-Murr for all S-Bahn, local trains (RB, RE, IRE), light rail, buses (except for line X3), the cog railway and the cable car. The VVS tariff also applies to incoming and outgoing traffic in individual neighboring towns such as Beilstein or Lorch . In the district of Göppingen, the VVS tariff has been in effect for journeys with local trains from or to the VVS area since 2014. The use of buses in the district of Göppingen is possible with single or group day tickets of the VVS in the network price level, but not with VVS single tickets. The full integration of the previous Filsland network into the VVS should take place on January 1, 2021.

Regular single tickets, 4-person tickets, short-haul tickets, single and group day tickets as well as various types of monthly and annual tickets can be purchased. Single tickets and 4-ticket tickets for children aged 6 to 14 cost around half the normal price; they can also be used to take a dog with you or as a surcharge for 1st class.

Single tickets are valid for a maximum of three hours for a journey to the destination, changes and breaks are permitted. The short-haul ticket is valid on S-Bahn and local trains for one journey to the next stop, whereby the journey must not be longer than five kilometers, in light rail and buses up to the third stop after boarding without changing or interrupting the journey.

In several cities there are discounted day tickets that can only be used in the respective city area.

The Baden-Württemberg-Ticket and the MetropolTagesTicket are also valid in the VVS.

Ticket machines are located at all S-Bahn, light rail and local trains stops, and in the SSB area there are also bus stops that are more frequented. Payment to the bus driver is mostly only possible with cash, only on the lines of the SVE in Esslingen and LVL Jäger in Ludwigsburg the possibility of (contactless) payment by girocard has been offered since 2018 . With VVS Mobil, the transport association provides its own app for smartphones, which, in addition to the timetable information, also enables the purchase of mobile phone tickets . VVS tickets can also be obtained using the SSB Move , Moovel and DB Navigator apps . The mobile phone tickets are partially discounted compared to buying them at the machine or from the bus driver.

4-person tickets must be validated before departure. In the case of S-Bahn and local trains, the validators are located on the platform or at the entrances, in the case of light rail vehicles and buses in the vehicle. All other tickets purchased from the machine or from the bus driver are immediately valid without being canceled.
