Mike Smith was founded as the Guilford Industrial Education Center on April 3, 1958, the training facility was established to prepare workers for technical jobs created by the rapid manufacturing growth in the county. The future GTCC opened that August in Jamestown on the site of the former Guilford County Tuberculosis Sanatorium [1924-1955] with 50 students enrolled in two classes. Guilford Technical Community College has an interesting and noteworthy history. It began as a vocational education center in 1958 and has evolved into a two-year accredited community college. The Guilford Industrial Education Center was built on the site of the old Guilford County Tuberculosis Sanatorium which operated from 1924 to 1955. GIEC's aim was to prepare people for jobs created by the growing manufacturing sector during the early 1950s.

In 1965, the school became Guilford Technical Institute and was given the authority to grant associate degrees. The school's academic programs expanded, campus construction increased and its enrollment continued to grow. In 1983 the State Board of Community Colleges approved GTI's request to add a college transfer program. GTI changed its name to Guilford Technical Community College.

The Guilford Industrial Education Center was under the leadership of Bruce B. Roberts who served as the Center's first director from 1958 to 1965. Dr. Randy Parker assumed the presidency of Guilford Technical Community College on September 1, 2011.

He previously presided at Vance Granville Community College and prior to that as Vice President of Instruction and Student Services at Lenoir Community College. GTCC's chief executive officer is a product of the community college system with an Associate degree in Mechanical Drafting and Design Technology from Lenoir Community College, a Bachelor's in Engineering Technology (BET) from UNC Charlotte, a Master's in Mechanical Engineering (MME) and a Doctorate in Higher Education Administration from NC State University.

As a community college administrator, Dr. Parker has provided leadership in all phases of community college governance including budgeting, curriculum and personnel. He participated in championing two major state initiatives: the establishment of the Early Middle College High Schools and logistical programs associated with the Global TransPark Authority. His experience in logistics is vital to the future of the college and the region as we continue to serve our constituents by developing the North Carolina Center for Global Logistics.

Drug Free Schools and Campuses Act of 1989

The Drug Free Schools and Campuses Act of 1989 requires that all students be notified annually of GTCC's Alcohol and Controlled Substance Use Policy and Drug Free Workplace Policy. Privacy Rights of Students in Education Records

The federal Family Education Rights and Privacy Act of 1974 (FERPA), and regulations adopted subsequent to the Act, set out requirements designed to protect students' privacy in their records maintained by the university. The university has incorporated FERPA into our student records administration policies which can be found by navigating the GTCC Records Office webpage. The Equity in Athletics Disclosure Act

In compliance with the Equity in Athletics Disclosure Act (EADA), the GTCC Athletics Department reports required information to the NCAA and directly to prospective students being offered an athletic grant and to their parents. This information includes athletic graduation rates, the number of male and female athletes on campus, the expenses and athletic aid spent on each sport, recruiting expenses, annual revenue and salaries for all coaches. Data on athletic program participation rates and financial support are also available. Policy Statement

Guilford Technical Community College as a participant in federal loan programs is required to have a code of conduct relating to student financial aid matters that is applicable to the College's agents and employees. The code of conduct requirements are set forth in the Higher Education Opportunity Act (HEOA) signed into law on August 14, 2008. In addition, the law includes requirements related to publication of the code and annual disclosures.
Reason for Policy

The HEOA program participation agreement which must be executed by all colleges and universities participating in Title IV financial aid programs, including student loan programs, requires a code of conduct with which the institution's agents and employees shall comply. Such code must prohibit a conflict of interest with the responsibilities of an agent or employee of an institution with respect to such loans, and include the provisions set forth in the HEOA related to conflicts. The law further specifies that the code shall be displayed prominently on the institution's website and that all institutional agents or employees with responsibilities related to such loans be annually informed of the provisions of the code of conduct.
Scope of Policy

This Code of Conduct applies to all agents or employees of the College.

This Code of Conduct shall be annually distributed to all college agents or employees with responsibilities related to student loan activities.
Code of Conduct

Guilford Technical Community College hereby adopts the following as its Code of Conduct Related to Student Loan Activities and will annually inform all College agents or employees with responsibilities for student loan activities and decisions of the provisions of this code.

1. Revenue-sharing Arrangements. The College shall not enter into any revenue-sharing arrangement with any lender.

The term "revenue-sharing arrangement" means an arrangement between the College and a lender under which--

• a lender provides or issues a loan that is made, insured, or guaranteed to students attending the College or to the families of such students; and

• the College recommends the lender or the loan products of the lender and in exchange, the lender pays a fee or provides other material benefits, including revenue or profit sharing, to the College, an agent or employee of the College.

2. Gifts. No employee of the College who is employed in the financial aid office of the College or who otherwise has responsibilities with respect to education loans, or agent who has responsibilities with respect to education loans, shall solicit or accept any gift from a lender, guarantor, or servicer of education loans.

The term 'gift' means any gratuity, favor, discount, entertainment, hospitality, loan, or other item having a monetary value of more than a de minimus amount. The term includes a gift of services, transportation, lodging, or meals, whether provided in kind, by purchase of a ticket, payment in advance, or reimbursement after the expense has been incurred.

The term 'gift' shall not include any of the following:

• Standard material, activities, or programs on issues related to a loan, default aversion, default prevention, or financial literacy, such as a brochure, a workshop, or training.

• Food, refreshments, training, or informational material furnished to an agent or employee of the College, as an integral part of a training session that is designed to improve the service of a lender, guarantor, or servicer of education loans to the College, if such training contributes to the professional development of the agent or employee.

• Favorable terms, conditions, and borrower benefits on an education loan provided to a student employed by the College if such terms, conditions, or benefits are comparable to those provided to all students of the College.

• Entrance and exit counseling services provided to borrowers to meet the College's responsibilities for entrance and exit counseling as required by law, as long as the College's staff are in control of the counseling, (whether in person or via electronic capabilities), and such counseling does not promote the products or services of any specific lender.

• Philanthropic contributions to the College from a lender, servicer, or guarantor of education loans that are unrelated to education loans or any contribution from any lender, guarantor, or servicer that is not made in exchange for any advantage related to education loans.

• State education grants, scholarships, or financial aid funds administered by or on behalf of a State.

A gift to a family member of an agent or employee of the College, or to any other individual based on that individual's relationship with the agent or employee, shall be considered a gift to the agent or employee, if the gift is given with the knowledge and acquiescence of the agent or employee and the agent or employee, has reason to believe the gift was given because of the official position of the agent or employee.

3. Compensation for Services. An agent or employee who is employed in the financial aid office of the College or who otherwise has responsibilities with respect to education loans shall not accept from any lender or affiliate of any lender any fee, payment, or other financial benefit (including the opportunity to purchase stock) as compensation for any type of consulting arrangement or other contract to provide services to a lender or on behalf of a lender relating to education loans. Nothing in this paragraph shall be construed as prohibiting:

• An agent or employee of the College who is not employed in the College's financial aid office and who does not otherwise have responsibilities with respect to education loans, from performing paid or unpaid service on a board of directors of a lender, guarantor, or servicer of education loans.

• An agent or employee of the College who is not employed in the College's financial aid office but who has responsibility with respect to education loans as a result of a position held at the College, from performing paid or unpaid service on a board of directors of a lender, guarantor, or servicer of education loans, if the agent or employee recuses himself or herself from participating in any decision of the board regarding education loans at the College.

• An agent or employee, or contractor of a lender, guarantor, or servicer of education loans from serving as a member of the College Board of Trustees if the trustee recuses himself or herself from participation in any decision regarding education loans at the College.
Sanctions

An employee that violates this Code of Conduct shall be disciplined in a manner consistent with applicable College policies, procedures or collective bargaining agreements. Disciplinary action may include termination of employment at the college.

Institution Advancement brings together two Departments; Marketing and Public Information and the GTCC Foundation in order to engage with the College and the larger philanthropic and business community to raise awareness of our mission and to build the infrastructure resources necessary to support major fund raising and college growth in the future. Those efforts will lead to the trained and educated modern work force necessary for the creation of more jobs and prosperity and to enhance the quality of life for all of us living in Guilford County. Institutional Advancement does this in numerous ways:

- Provides quality marketing activities, planning and strategy to promote better understanding of GTCC and enhance the College brand and image while effectively communicating to meet the needs of students, faculty and staff and community constituents.

- Responds in a timely manner to requests for information from the media and the general public as needed.

- Champions the college through the GTCC Foundation by cultivating corporate, individual and loyal alumni relationships to raise and manage more resources and grants for student scholarships and funds for key college initiatives in areas not covered by shrinking federal, state and local budgets.

GTCC operates from three campuses; the main campus in Jamestown at 601 High Point Road, the High Point Campus, 901 South Main Street, the Greensboro Campus at 3505 East Wendover Avenue, and two centers; the T. H. Davis Aviation Center at 260 North Regional Road, Piedmont Triad International Airport and the Small Business Center, 207 Yanceyville Street, Greensboro.
Public Information
The Public Information function is charged with conveying the institution's mission by providing honest, timely and useful information on college activities, educational and intellectual programs, services and initiatives to all internal and external stakeholders and constituents. In addition, Institutional Advancement assists the President in cultivating relationships with local, state and national organizations and leaders in support of the college.


GTCC is the third largest of 58 community colleges in North Carolina and President Donald W. Cameron [1991] is the longest tenured president in GTCC history. It is the third largest community college in the state, with over 13,000 students as of the Fall 2010 semester.
Marketing and Special Events
The Marketing and Special Events function provides event promotion, communication, strategy development, publications, brand imaging, and other services to all areas of the college and its administration.


As of 2004, GTCC's High Point campus is home to the [[Larry Gatlin]] School of Entertainment Technology, a program that started in 2000. It offers associate's degrees in Recording Engineering, Concert Sound and Lighting, Artist Management, and Music Performance. It is the only program of its kind in North Carolina, and has garnered nationwide attention from a variety of colleges and universities looking to implement (or improve) similar programs.
GTCC Foundation
The GTCC Foundation was created to support the college through private gifts and donations operating as a non-profit 501C (3) organization. The Foundation solicits and administers charitable gifts and grants in accordance with GTCC's mission and goals. The Foundation's focus includes; scholarships and programs that advance student learning, faculty and staff development, innovation and infrastructure support and other activities to support GTCC.


The College also offers a middle college program at all of its locations. Students attend honors classes daily. The total program emphasizes academic preparation as well as the development of the total individual. GTCC operates from three campuses; the main campus in Jamestown at 601 High Point Road, the High Point Campus, 901 South Main Street, the Greensboro Campus at 3505 East Wendover Avenue, and two centers; the T. H. Davis Aviation Center at 260 North Regional Road, Piedmont Triad International Airport and the Small Business Center, 207 Yanceyville Street, Greensboro.

GTCC is the third largest of 58 community colleges in North Carolina and President Donald W. Cameron [1991] is the longest tenured president in GTCC history. It is the third largest community college in the state, with over 13,000 students as of the Fall 2010 semester.

As of 2004, GTCC's High Point campus is home to the Larry Gatlin School of Entertainment Technology, a program that started in 2000. It offers associate's degrees in Recording Engineering, Concert Sound and Lighting, Artist Management, and Music Performance. It is the only program of its kind in North Carolina, and has garnered nationwide attention from a variety of colleges and universities looking to implement (or improve) similar programs.

The College also offers a middle college program at all of its locations. Students attend honors classes daily. The total program emphasizes academic preparation as well as the development of the total individual. The Middle College offers a diverse academic curriculum including Honors courses in English, mathematics, science, foreign languages, and social studies.[3]

Background and mission

The school opened in 1958 with 50 students and two classes as the Guilford Industrial Education Center on the site of the Guilford County Tuberculosis Sanatorium, which had operated from 1924 to 1955. The purpose of GTCC has remained basically unchanged since it first opened: to give the people of Guilford County the training and education they need to compete in the job market. Today the mission of Guilford Technical Community College is to provide access to lifelong learning opportunities for personal growth, workforce productivity, and community service.

Locations

Campus locations can be found in Jamestown, Greensboro, High Point, the Aviation Center at the Piedmont Triad International Airport, and the Small Business Center. Another campus will be located near the Piedmont Triad International Airport. In 2007, GTCC began offering eDegrees giving students the opportunity to obtain a number of degrees online without coming to campus.

The school is part of the statewide North Carolina Community College System.
