William F. Harvey was the Chair of the National Board of the Legal Services Corporation under U.S. President Ronald Reagan. He was on of Reagan's more moderate political apointees, Harvey's predacessor Hillary Rodham, along with the U.S. Senate, having blocked more conservative nominees of Reagan's due to their desire to drastically cut LSC funding.[clarification needed] He succeeded Hillary Rodham (a Carter apointee) in 1982 after the expiration of her term.
