Keep. The photo was taken from the NEA website. If they don't own the rights to the photo they always say "published by permission of...". In this case they didn't which means it is a government photo. Furthermore, the photo was taken at a concert organized by the NEA, so the liklihood that Vance was hired to take photos by the federal government is high.
