Todd Cooper (born 25 June 1983 in Kidderminster) is a freestyle and butterfly swimmer from England, who competed at the 2004 Summer Olympics in Athens, Greece. There he finished in 22nd position in the 100 m butterfly. Cooper, a member of swimming club Stirling, twice competed at the Commonwealth Games, in 2002 and 2006.

Cooper represented Great Britain at the 2008 Summer Olympics in the 100 m butterfly swimming event.
