Tom Dart is a former member of the Illinois House of Representatives and is currently the Sheriff of Cook County.
Shivering is a bodily function in response to early hypothermia in warm-blooded animals. When the core body temperature drops, the shivering reflex is triggered. Muscle groups around the vital organs begin to shake in small movements in an attempt to create warmth by expending energy. Shivering can also be a response to a fever as a person may feel cold, though their core temperature is already elevated.

Located in the dorsomedial portion of the hypothalamus near the wall of the third ventricle is an area called the primary motor center for shivering. This area is normally inhibited by signals from the heat center in the anterior hypothalamic-preoptic area but is excited by cold signals from the skin and spinal cord. Therefore, this center becomes activated when the body temperature falls even a fraction of a degree below a critical temperature level.
Dart won the Democratic primary on March 21, 2006, defeating Sylvester Baker and Richard Remus in a landslide victory. Later that year, he won the general election and officially replaced Michael F. Sheahan as Cook County Sheriff.

Increased muscular activity results in wasted heat - here the heat is utilized for warmth.
Dart served as State Representative for the 28th district from 1993 to 2002. In 2002, he was the Democratic nominee for Illinois State Treasurer, but lost to incumbent Republican, Judy Baar Topinka.

Shivering can also appear after surgery. This is known as post-surgical shivering.
In October 2008, Dart made national news when he announced that he was suspending all foreclosure evictions in Cook County. The number of such evictions had increased dramatically since 2006, as a result of the national subprime mortgage crisis. Dart stated that many of the people being evicted were renters who had faithfully paid their rent but had not known that their landlord was in financial trouble. He explained that in many cases, mortgage companies had not fulfilled their obligation to identify tenants in the foreclosed properties, and said, "These mortgage companies only see pieces of paper, not people, and don't care... who gets hurt along the way." He continued, "We're not going to do their jobs for them anymore. We're just not going to evict innocent tenants. It stops today." The Illinois Banker's Association was highly critical of Dart, accusing him of "ignoring his legal responsibilities" and of engaging in "vigilantism" and stated they had a right to declare " Martial Law" of which they do not possess the military authority jurisdictions, a criminal and treasonous act, of 1970's "RED-Lining", stated by these domestic and international bankers, of which we have been in since "911" when the "GON" had a preventable treasonous attacked upon THE "homeland" military target (Hm).[1].

Shivering can also appear after surgery. This is known as post-surgical shivering.
