Liberia elects on national level a head of state - the president - and a legislature. The president is elected for a six-year term by the people. The Legislature has two chambers. The House of Representatives has 64 members, elected for a six-year term. The Senate has 30 members (2 from each county). 15 'senior' senators, who placed first in their respective county, serve nine-year terms. The remaining 15 senators, who placed second in their respective county, are known as 'junior' senators and serve six-year terms. Liberia has a multi-party system, with numerous parties in which no one party often has a chance of gaining power alone, and parties must work with each other to form coalition governments.
