The Second Ordinance on Exemptions from Road Traffic Regulations lays down extensive exemptions from the regulations of the Road Traffic Act and the Vehicle Registration Ordinance for certain agricultural tractors and their trailers.

These vehicles are exempt from the registration requirement if they are used for one of the following purposes:

  • Local traditional events (e.g. Carnival , Kerb / Kerwe , Easter bonfire )
  • non-commercial collections of scrap or cleanups
  • Fire brigade operations or fire brigade exercises
  • as well as all arrivals and departures for the previous purposes

The vehicles still require an official license plate. In addition, they must be insured against liability for the intended purpose and there is a general maximum speed of 25 km / h, while traditional events are only allowed to be driven at walking pace.

Attachments and superstructures are permitted for such vehicles without prior individual acceptance and do not result in the operating permit being invalidated. The regulations regarding dimensions, permissible total weight and axle load can be deviated from according to the report of an officially recognized expert. The lights of the vehicle may be covered or additional lights may be installed, provided that the use of the vehicle lights is not required according to road traffic regulations (usually in daylight).

Such vehicles may be driven by drivers with a class T driving license without a specific purpose. For class L, this only applies if the design-related maximum speed does not exceed 40 km / h and the driver is of legal age.

Notwithstanding the regulations of the road traffic regulations, it is generally permitted to transport people on the loading area of ​​a trailer.
