The Waste Water Ordinance regulates the minimum requirements that are to be set for permits to discharge waste water into bodies of water . In numerous plants, regulations are made for certain areas. It also specifies the analysis and measurement process.

In 1997, the Waste Water Ordinance replaced the Waste Water Origin Ordinance of 3 July 1987 ( Federal Law Gazette I, p. 1578 ) and the framework waste water administrative regulation (Framework AbwasserVwV). The annexes of the framework wastewater administration regulation were converted into annexes of the wastewater ordinance. The background to this is that an administrative regulation only binds the administration and not the citizen and therefore the implementation of EU directives can only take place through a law or regulation.
