Adult Education Survey

The Adult Education Survey (AES) is a data collection on the participation and non-participation of adults in lifelong learning within the European Union. It has been carried out in Germany every two to three years since 2007 and has replaced the previous continuing education reporting system of the BMBF. It has been mandatory for the Member States since the 2011/12 survey.

Representative random samples of the 25 to 64 year old population (in Germany the 18 to 64 year old population) are asked about their learning activities in the last 12 months. The recording of learning activities according to the "Classification of Learning Activities" ( Eurostat (Ed.), Luxemburg 2006) is fundamental . This classification differentiates between formal education, non-formal education and informal learning. The study covers four types of events: courses or courses in work and leisure time, short-term educational or further training events, on-the-job training courses, private lessons in leisure time. A distinction is made between three segments of continuing education: in-company continuing education, individual vocational continuing education and non-occupational continuing education. For company training preplanned pay, organized training programs that were financed entirely according to the data of the participants or partially by the employer. Individual, job-related further training are all other further training activities that are primarily carried out for professional reasons. Non-job-related continuing education includes all continuing education activities that are mainly carried out for private reasons. In addition, socio-demographic data of the people surveyed and other topics are collected, which place the training behavior in a broader context.

Participation in further training is recorded using three indicators: participation rate (the proportion of people who have participated in one or more further training events within the selected reference period), cases of participation (the number of events attended by a person within the reference period) and further training volume (the total duration of the events attended in the reference period).
