In the general register of an authority or a court, " other " processes are classified that cannot be assigned to any other register . For example, requests for mutual assistance from one court to another are entered in the general register of the requested court.

In the public prosecutor's office , the general register is used to record cases in which investigations have already been initiated, but in which there is (still) no initial suspicion . All criminal complaints are regularly assigned a file number from the “Js” or “UJs” register, without the initial suspicion being carefully examined. The general register is only used if, in cases of public interest, it appears opportune to document the absence of an initial suspicion.

At the Federal Constitutional Court , constitutional complaints and similar submissions in which a judicial decision does not seem necessary are kept in the General Register by the Presidential Council .

In the case of courts, the general register bears the registration symbol AR .
